This coin is a Top 100 Morgan VAM

7 III2 3 - C3a (Doubled 1-99) I-3 R-5
1 doubled below upper crossbar. First and second 9 are both strongly doubled above and to the right. Parts of the original 99 are visible within the upper and lower loops of each 9.

1899-S VAM-7 has an incredibly doubled date with shadows of an underlying 99 visible to above and right of the actual date.
